Enclosed herewith papers as marginally noted. This publication is supposed to be run by the Chin¬ese Nationalist League and my informant states that it is printing very seditious articles.
The article marked "B" in the October 10th issue, refers to Order-in-Council No 2384.
Chief Langley of the Victoria City Police, and Sergt.Perdue in charge of the Victoria Detective Agency, are both of opinion that this paper should be placed on the banned list as soon as possible.
