Replying to your letter dated February 17th, file C.P.C. 246-2, asking for additional translations from the "New Republic" a Chinese newspaper published in Victoria, B.C. I now enclose herewith a translation from the "New Republic" dated February 11th, for your further information.
In regard to the supression of this paper beg to state that Col. Sir. Percy Sherwood, Chief Commissioner of Police at Ottawa, Ont., under date of February 13th., advises that he considers this a violation of Section 136, Part 11, Criminal Code, and has suggested that this matter be brought to the attention of the Attorney General for this Province, which I will do on my next visit to that point, which will be in the course of a day or two.
