Dear Sir,-
I thank you for your favor of the 27th ultimo, re the Chinese news paper "The New Republic" printed at Victoria, British Columbia, and in reply I beg to state that the management of this journal have been careful to their editorial policy and news interpretation within the letter of the law as contained under the different paragraphs enumerated in your letter. That they continually attack my Government from all angles and at every issue is without question and their attacks are calculated to promote the revolutionary cause in this country where the publication finds circulation, but as I say they who are responsible have not transgressed the regulations regarding press censorship as you have conveyed to me. I will however cause a strict surveillence of the columns of this organ in future and report any infringement of the articles named in your letter.
