Dear Sir: -
I wish to acknowledge receipt of your letter of October 11th. your files 209 and 1089, enclosing copy of report to the Chief Commissioner of Police on the Chinese newspaper "The New Republic".
I have been making a collection of actual translations from this paper received in the carious reports submitted by you with a hope of being able to establish a case for the suppression of this paper, but so far, have really not got enough actual evidence to justify me in presenting a case. I am in hopes, however, of receiving some translations from the Consul General for China every day, and as soon as I can prepare a good convincing case, I will forward it to the Secretary of State.
